愛犬タックの死とチョムスキー論文「ウィキリークスと戦争」(中）NOTES

大手メディアでは名古屋市河村市長の運動が大々的に取りあげられて、それに抵抗する勢力は「守旧派」であるかのような報道ぶりです。かっての小泉内閣時代を思い出します。

しかし実は、「一律減税を！」（=「金持ち減税」）、「赤字だから定数削減を！」「赤字だから議員報酬の削減を！」という動きは、米国全土に広まり、いたるところで福祉や教育を破壊しつつあります。

FERYAL ALI GAUHAR: Well, yes, there is a very real connection, although that's not the only element that we're concerned about. But it is well known, if not acknowledged by—particularly by the state, that the base for the drones, where they're housed before they are automated, is in Pakistan. The current government has literally gone blue in the face denying that.

But I just happened to stumble across a contractor—and that's not the Blackwater contractor—the contractor who built the base, who inadvertently, actually, spoke about it. But he was speaking about it in a different context, and that context was the fact that he was there at the time of the flooding—and, you know, this is the worst catastrophe to have hit any state since apparently biblical times. So, he actually mentioned to me that the River Indus, which is one of the largest rivers in the world, carrying now a volume of water which has not been known in contemporary history, was breached on the left bank deliberately in order to protect the base, which is on the right bank. And the breaching caused, consequentially, the inundation of an entire district, which resulted in the displacement of millions, not thousands, but millions, because we have 170 million people in the country, and this particular district is one of the most densely populated. So, yes, there is a connect between, you know, what is considered to be a natural disaster, but then the management of that disaster is not natural at all.

MADIHA TAHIR: The US has agreed to $200 million of flood aid relief to help the 20 million Pakistanis affected by the floods. By comparison, it will spend close to $2 billion this year in military aid on Pakistan. That's over $150 million per month.

DR. SYED JAFFER AHMED: It is in the forefront of the donors so far. And on the other hand, in North Waziristan and South Waziristan, we hear about drone attacks.

MADIHA TAHIR: Even as Pakistan struggled to cope with the floods, US drones killed thirteen people on August 14th, Pakistan's independence day. Such priorities have led Washington to prefer dealing with unelected actors like Pakistan's army, leaving the elected civilian government to play second fiddle. With the devastation of the floods, Dr. Jaffer says, it's now more important than ever that Washington work with Pakistan's government in providing flood relief.

これではパキスタンの人たちの心を掴みながら戦争を勝利に導くことは不可能に近いのではないでしょうか。何しろ援助費が $200 million [2億ドル]であるのに対して（これも腐敗政権の懐に消えて行きます）軍事費は一年に $2 billion [20億ドル]、一ヶ月に over $150 million [1億5千万ドル以上]なのですから。

TARIQ ALI: It does. And, you know, the State Department—Holbrooke, Clinton—and the White House—Obama—should be thinking very hard about this poll. Fifty-nine percent see the US as the enemy. I think it's an underestimate. And the fact that they do cannot be laid on the door of religion or religious extremism, because everyone admits that the religious extremists are under two percent of the population, if that. This is the mainstream of the country seeing the country wrecked, time and time again, by rash, irrational US interventions.
